NOC approves FY 2023-24 Budget

The Northern Oklahoma College Board of Regents approved the 2024 Fiscal Year Budget at the June meeting in Tonkawa June 14.

The approved $24.3 million budget is a 2.3% increase over the 2023 Fiscal Year Budget.

“I am pleased to announce that funds were also allocated by the Legislature to increase our budget,” said NOC President Dr. Clark Harris. “For the coming fiscal year, NOC’s state appropriations will be $10.2 million, a 16.32% or $1,397,340 increase from last year. With this increase, state appropriations account for 42% of NOC’s overall operating budget. We were pleased to see some additional funding for higher education and are grateful to state leaders for these additional resources. NOC also received an adjustment for performance-based funding from the State Regents because Northern met state goals for degree production and other funding formula criteria.”

Included in the new budget is a tuition and fees increase of 4.4%.

“Although we receive significant state funding for college operations, the large majority of NOC’s Education & General budget is paid by students and is based on enrollment, meaning tuition and fees,” Harris added. “Tuition and fees paid by students and their families will comprise 55.8% of the College’s operating budget in the coming year. In order for NOC to preserve the quality of instruction and student services being provided for the coming year, the NOC Regents approved a 4.4% increase in tuition and mandatory fees at the June board meeting.”

This increase takes effect in the Fall 2023 semester and will amount to an increase in resident tuition and fees of $102.00 per semester or $204.00 for the academic year for students on the Tonkawa and Enid campuses who complete 30 credit hours. No increase was requested in tuition and fees for the NOC Stillwater campus, as it aligns with OSU tuition and fees and OSU is not requesting an increase.

The state regents approved the tuition and fees increase June 29.

Also at the meeting, Brad Fox was elected the Regents Chair and Jason Turnbow as Vice Chair for 2023-24.

In other business, the regents approved the following items: Appointed regents Brad Fox and Jason Turnbow as Group One Trustees for the Northern Oklahoma College Foundation.

Accepted the resignations of David Cummings, Mike Loftis, and Bert Mackie as Group Three Trustees for the NOC Foundation.

Approved the NOC Institutional Budget for the 2024 Fiscal Year.

Approved proposed tuition and fees rates for Fiscal Year 2024 (pending Oklahoma State Regents for Higher Education approval) Approved the NOC Campus Master Plan for 2024-2030.

Approved the Financial Report, Monthly Purchases, and Monthly Allocations.

The next meeting is Wednesday, July 19, at NOC Tonkawa at 2 p.m.

Before the meeting, a ribbon cutting will be held at the NOC Technology Building in Tonkawa, south of NOC Drive across from the Agriculture Barn.

The new facility opens the new Renewables, Process Technology, and Precision Agriculture facility funded from a $2.2 million U.S. Department of Education NASNTI Grant.

June’s meeting was the final for retiring regent Jodi Cline who served five years on the board of regents.
