A man drowned in a residential swimming pool in Ponca City on Friday, July 14 at approximately 9:10 pm at 341 S. Oak Street in Ponca City. The victim, identified in a report released by the Oklahoma Highway Patrol, was 34-year old Earl S. Howe of Ponca City.
