Sept. 20, 2023 Suspicious Person/Vehicle - At 12:46 am, the reporting party requested an officer in reference to two suspicious subject wondering around Riggs and Emporia. Officer #44 took Clifton Leclair, 2001, into custody for local and Kay County warrants.
