Born to Samuel E and Elma E Rodd in Albuquerque, New Mexico, he attended schools in New Mexico, Hawaii, & Missouri before the family settled in McAlester, Oklahoma. Frank joined Boy Scouts of America as a Webelos and achieved the rank of Eagle Scout before graduating from McAlester High School in 1969. He then enrolled at Northeastern Oklahoma A & M College, earning his Associate in Arts degree in 1971.
