The Ponca City Board of Commissioners met in regular session on March 14, 2022. Mayor Homer Nicholson called the meeting to order, which was followed by the pledge of allegiance. Commissioners Bodick, Chapman, Scott and Taylor were in attendance.

Ceremonies and Proclamations Under Ceremonies and

Under Ceremonies and Proclamations, an Arbor Day Proclamation was presented and the March Character Trait of Patience was presented.

Charter Item

Paul Taylor was elected Vice-Mayor in accordance with the provisions of Section 60 of the City Charter. Paul Taylor was previously elected to serve as Vice-Mayor on March 8, 2021 and March 9, 2020.

Consent Agenda

Under the Consent Agenda, the City Commission approved the minutes of the Ponca City Board of Commissioners regular session held February 28, 2022 and the Work Session held March 7, 2022; a resolution appropriating money for payment of claims against the City of Ponca City, Oklahoma; a resolution of the Board of Commissioners of the City of Ponca City, Oklahoma amending the operating budget of various funds for Fiscal Year 2021-22; a resolution designating certain fund balance accounts of governmental fund types and directing the Finance Director to implement the terms of the resolution; a No. 1 Change Order for the Public Safety Center – Communications Tower located at 300 East Oklahoma Avenue for Allstate Tower Incorporated, to add tower safety lighting and an LTE antenna and cabling for AT&T E-911 backup, in the add amount of $10,892.00; and an authorization directing the Finance Director to make an initial payment to Medalcraft Mint, Inc. for Ponca City Medallions in the amount of $2,962.47.

City Manager’s Report

Under the City Manager’s Report, City Manager Craig Stephenson reminded the public of several upcoming events:

The annual Spring Cleanup will be held March 19 thru March 26 for Ponca City residents. Solid Waste crews will pick up most trash and haul it away, or residents can haul it to the landfill themselves and get rid of it for free. Ponca City Utility customers should have received a flyer in their utility bill with detailed information. At the Landfill during Spring Clean Up, citizens MUST show a current PCUA (Ponca City Utility Authority) Utility Bill with trash service. The address on the PCUA bill and the driver’s license must match. There is a limit of six loads per resident.

The annual City-Wide Garage Sale will be held on Saturday, March 19. The $5.00 permit fee will not be required, and the garage sale will not be counted toward the yearly limit of two. In case of inclement weather, the event will be held on Saturday, March 26.

The 2022 Household Hazardous Waste Day, sponsored by the City of Ponca City and Phillips 66, will be held on Saturday, April 23, from 9:00 a.m. to 1:00 p.m., in the Phillips 66 north parking lot at South Avenue and Oak Street. Items accepted include: used oils, filters (no drums), antifreeze, car batteries, old paint, solvents, pool chemicals, household cleaners, pesticides, herbicides, fertilizers, wood preservatives, drain cleaners, electronics (tv/pc), rechargeable batteries, ammunition, and medication. Items not accepted include: medical wastes, radioactive materials, compressed gas cylinders, commercial wastes, tires, kitchen appliances, containers over 5 gallons, explosives, hypodermic needles, or dynamite.

The Listen and Learn Presentation: Marland’s Stone Barn - Where the Stone Was Quarried, Cut and Shaped for the Marland Estate, will be held Saturday, April 2, from 10:00 a.m. to 12:00 p.m., at the Marland Mansion. Reservations are required by March 31 by calling 580-767-0427. There is no admission charge. The first annual RecPlex Shamrock Run will be held Saturday, March 26 at 8:00 a.m. at the outdoor walking track. Prizes will be awarded for best costume. Registration is available online at www.poncacityok.gov/parksandrec-registration.

Public Hearings

Under Public Hearings, a public hearing was held and the City Commission approved a resolution authorizing a budget modification for Contract 18118 CDBGCR20 Community Development Block Grant Coronavirus Program to include the Ponca City Rehabilitation Assistance Program to the existing scope of work. The City of Ponca City has requested and has been tentatively approved to receive an additional $1,570,062.44 in CDBG-CV funding to prevent, prepare or respond to Coronavirus. Specifically, the City requested funding under the category of Rehabilitation Assistance for the Ponca City Senior Center and City Central building. Rehabilitation Assistance is an eligible activity in the CDBG-CV program. There is no match requirement for this grant.

City staff is in the process of developing and evaluating scopes of work at the Ponca City Senior Center and City Central under the rehabilitation assistance category, which addresses air quality, ventilation, as well as other potential projects at these locations that prevent, prepare or respond to the Coronavirus. The CDBG-CV funds also allow activity delivery costs, which will be incurred as a direct result of implementing and executing these projects by City staff.

New Business

Under New Business, the City Commission approved a resolution setting certain rates, fees, and charges for the Lew Wentz Golf Course. The City of Ponca City sets all utility rates by ordinance, and all other rates, fees and charges by resolution of the City Commission. The City operates for public use the Lew Wentz Golf Course and staff annually evaluates fees charged at the course and makes recommendations for adjustment. The resolution provides for adjustment of the daily green fees, daily cart fees and annual fees. The City last increased cart fees in 2021. The last time daily green fees and annual fees were increased was in 2015. Changes will be effective May 1, 2022.

The City Commission also approved authorizing and directing the Finance Director to make an initial payment to Merrifield Office & School Supply to provide all desks, chairs, tables, file cabinets, furnishings, and dispatch consoles including delivery, assembly, and installation for the new Ponca City Police Station in the amount of $243,367.59. A contract to Merrifield Office & School Supply to provide all desks, chairs, tables, file cabinets, furnishings, and dispatch consoles for the new Ponca City Police Station, including delivery, assembly, and installation, in the amount of $486,735.18 was awarded at the Board of Commissioners regular meeting on February 28, 2022. Merrifield Office & School Supply requested a 50% deposit as the two primary manufacturers, Global Furniture Group and Evans Consoles, requested deposits from Merrifield Office & School Supply to place the orders. Once the payment is paid, all items will be ordered. The balance will be due once all furniture and fixtures have been installed.

PONCA CITY UTILITY ATHORITY PCUA Consent Agenda

Under the PCUA Consent Agenda, the PCUA Trustees approved the minutes of the Ponca City Utility Authority regular session held February 28, 2022; a resolution appropriating money for payment of claims against the Ponca City Utility Authority; and a resolution of the Ponca City Utility Authority amending the operating budget of various PCUA Funds for Fiscal Year 2021-22.

PCUA New Business

Under PCUA New Business, the PCUA Trustees approved a contract with Trans-Tel Central, LLC Of Norman, Oklahoma for construction of the outside plant of the Phase 4 and Phase 5 areas of Ponca City Broadband, in the amount of $8,799,983.36. These two phases cover all homes and businesses inside the City limits, on the east side of N. 14th Street. Staff worked closely with the project engineer, Monte R. Lee and Company, to develop bid specifications and submitted the bid request to all interested parties in February, 2022 using a sealed bid process. Bids were opened for this project on Thursday, March 3, 2022. The Trans-Tel Central, LLC. bid was the lowest and most responsible. Trans-Tel Central, LLC. was also the construction company used in Phases 2 and 3 of the project, so the time and knowledge of mobilizing to Ponca City and setting up their operation will be minimized.
