The Ponca City Board of Commissioners met in regular session on June 27, 2022. Mayor Homer Nicholson called the meeting to order, which was followed by the pledge of allegiance. Commissioners Bodick, Chapman, Scott and Taylor were in attendance.

Consent Agenda

Under the Consent Agenda, the City Commission approved the minutes of the Ponca City Board of Commissioners regular session held June 13, 2022; a resolution appropriating money for the payment of claims against the City of Ponca City, Oklahoma; a resolution of the Board of Commissioners of the City of Ponca City, Oklahoma, appointing members to various boards and commissions and establishing terms of office; a resolution of the Board of Commissioners of the City of Ponca City, Oklahoma amending the operating budget of various funds for Fiscal Year 2021- 22; a contract document with United Safety & Claims, Inc. for the Fiscal Year 2022-2023; a renewal agreement between the City of Ponca City and Ponca City Main Street in the amount of $35,000.00; a renewal agreement between the City of Ponca City and United Community Action Program, Inc. for transportation services provided by Cimarron Transit subject to appropriation in the amount of $25,000.00; a renewal agreement between the City of Ponca City and the Northern Oklahoma Youth Services Center & Shelter, Inc. subject to appropriation in the amount of $15,000.00; an agreement between the City of Ponca City and the Ponca City Area Chamber of Commerce, Inc. for the Chamber to operate the Ponca City Tourism Bureau for the purpose of encouraging, promoting and fostering the convention and tourism development of Ponca City; an agreement to provide funding for the Santa Bucks Giveaway in the amount of $5,000.00; a lease agreement between the City of Ponca City and Keith Waller, 1304 Kygar Road, Ponca City, for a parcel of land consisting of approximately two acres; a contract award for road construction materials to the lowest and most responsible bidder available for July 1, 2022 through December 31, 2022; and all unit price bids submitted by various contractors for items of work performed for sidewalk maintenance for the period from July 1, 2022 through December 31, 2022.

City Manager’s Report

Under the City Manager’s Report, City Manager Craig Stephenson reminded everyone that the state and county primary races will be held on June 28; Ellsworth Construction is under contract with the City of Ponca City to reconstruct Third Street from Walnut Avenue to Oklahoma Avenue beginning June 29; and Danny’s BBQ Head Quarters,

Inc plans to feed 5,000 people for free at the Ponca City Family and Friends Celebration at Lake Ponca on June 30, from 5:30 p.m. to 7:30 p.m.

Stephenson announced that the City of Ponca City will observe the Independence Day Holiday on Monday, July 4. Residential Refuse will not be picked up on Monday, July 4 and will resume on Tuesday, July 5. As there will be no residential trash collection on Monday, July 4, please only put trash out on the scheduled day of collection. Trash left out overnight or for several days is susceptible to scatter from animals and/or weather which can result in a City code violation. In addition, the Ponca City Landfill, Ponca City Library, Marland’s Grand Home, Marland Mansion & Estate, and Ponca City Senior Center will be closed on Sunday, July 3 and will reopen on Tuesday, July 5; the Ponca City RecPlex will be open on Monday, July 4, from 5:00 a.m. to 11:00 a.m. only; and Lew Wentz Golf Course will be open on Monday, July 4, but will close at 4:00 p.m.

Stephenson also announced that the City of Ponca City’s free fireworks display at Lake Ponca will be held on Monday, July 4 at 9:50 p.m. The pyrotechnic and musically choreographed fireworks show will fill the night skies over beautiful Lake Ponca to celebrate America’s Independence Day. The fireworks will be choreographed to music and can be heard by turning to local radio station KPNCFM 100.7 or KLOR 99.3 FM. A safety zone will be buoyed off on Lake Ponca beginning at approximately 7:00 p.m. on July 4. Those in water craft on Lake Ponca after 7:00 p.m., must stay out of the buoyed off area until the fireworks and the buoys have been removed. Private fireworks are not allowed on or around the Lake Ponca recreation area or any of the roadways or water areas around Lake Ponca. Stephenson added that a 4th of July evening celebration will be held at Wentz Pool from 7:30 p.m. to midnight, with all-you-can-eat hotdog and hamburger meals and swimming. Tickets are $15.00 per person and only 150 tickets are available. Tickets and registration are available by contacting the Parks and Recreation Department or registering online at: www. poncacityok.gov/parksandrecregistration.

New Business

Under New Business, the City Commission approved the purchase of one John Deere 5075E utility tractor with loader and backhoe attachments from Deere & Company in the amount of $68,084.17 and one John Deere 1200 hydro rake from Deere & Company in the amount of $20,721.40. The John Deere 5075E Utility Tractor with loader and backhoe attachments will be used for City parks, City-owned property and highway maintenance and will be purchased through Oklahoma State Contract ID #SW0196D. In addition, the Parks and Recreation Department will trade in two 2010 John Deere zero turn mowers for a $2,000.00 trade-in allowance. The John Deere 1200 Hydro Rake will maintain the RecPlex Ballfields and will be purchased through Oklahoma State Contract ID #SW194. Funding for the utility tractor and hydro rake were approved for the Fiscal Year 2022-23 Budget and funds will be encumbered after July 1, 2022 to take delivery as soon as possible. The City Commission also approved the purchase of five Grasshopper mowers Model 729BT from Kretchmar Distributing, Inc. in the amount of $71,894.50. The mowers will be used for mowing tasks needed to maintain the City’s parks and City-owned property and will be purchased through Oklahoma State Contract ID #SW0109. In addition, the Parks and Recreation Department will trade-in the five mowers that are being replaced for a $5,000.00 tradein allowance. Funding for the mowers were approved for the Fiscal Year 2022-23 Budget and funds will be encumbered after July 1, 2022 to take delivery as soon as possible.

And, the City Commission approved an agreement with the Ponca City Public Schools to receive reimbursement for providing School Resource Officers for the 2022-2023 school year in the amount of $135,559.40. Using Police resources in the Ponca City Public Schools continues a partnership that fosters a rapport between police and youth in the community, promotes an atmosphere where students and teachers feel safe to conduct the business of education, and provides the assignment of police officers to school facilities during the school day. This annual agreement provides two certified Police Officers working as School Resource Officers assigned to the Ponca City Senior High School and Middle Schools during the 2022-2023 school year. Ponca City Public Schools will pay $135,559.40 (an amount equal to nine months of wages and benefits) in reimbursement costs to the City of Ponca City for the two officers, and the City of Ponca City agrees to assign them to the Middle Schools and High School. The total amount will be divided into three payments, and will be invoiced through the City Clerk’s office.

PCUA (PONCA CITY UTILTY AUTHORITY)

PCUA Consent Agenda

Under the PCUA Consent Agenda, the PCUA Trustees approved the minutes of the Ponca City Utility Authority regular session held June 13, 2022; a resolution appropriating money for payment of claims against the Ponca City Utility Authority of Ponca City, Oklahoma; and a resolution of the Ponca City Utility Authority, Ponca City, Oklahoma amending the operating budget of various PCUA funds for Fiscal Year 2021-22.

PCUA New Business

Under PCUA New Business, the PCUA Trustees approved the final payment to Wynn Construction Co., Inc. of Oklahoma City, Oklahoma and to accept all work as complete for the Water Treatment Plant Residuals Asphalt Sludge Storage Project in the amount of $64,478.01. This project was for a new paved sludge storage and loading area with proper drainage system. Lime sludge generated in the water treatment process will be stored and further dried in this area prior to land application. The PCUA Trustees approved Change Order No. 1, which had no change in cost, and Change Order No. 2 in the deduct amount of $2,922.00 at the May 9, 2022 meeting. Change Order No. 2 increased the thickness of the concrete flume and reduced the price for excavation and materials. The change order reduced the final contract from $1,158,000.00 to $1,155,078.00. All work required by Wynn Construction Co., Inc. is now complete.
