PICK Project: Affordable public transportation to rural communities

PICK Transportation is a regional On-Demand transit system pilot project that includes 5311providers Pelivan Transit, JAMM (INCA) Transit, Cimarron Transit and Kl BOIS Area Transit System. The PICK Transportation partners applied for and received an Innovative Mobility Initiative Grant through the USDOT in the amount of $1.S million to create the regional on demand system . The goal of the project is to provide inclusive,affordable, and spontaneous access to public transportation for all. Knowledge gained from this project can be shared with other rural transportation providers within Oklahoma and across the United States as there are few rural regional on demand models that exist today .

PICK Transportation will utilize UBER technology to provide on-demand shared ride service through a single app allowing for individuals to book on-demand public transit trips through smartphones or web portal. Riders can also book by calling in through the mobility management center, located at Pelivan Transit, in Big Cabin. Project details include:

• 21 rural communities (Owasso, Claremore, Miami, Vinita, Pryor, Grove, Tahlequah, McAlester, Poteau, Eufaula, Sallisaw, Okmulgee, Skiatook , Cleveland, Sapulpa , Ponca City, Bartlesville, Atoka, Madil, Tishomingo and Sulphur) across NE and Central Oklahoma .

• After hours and non-traditional public transportation services Monday through Friday, from 5 pm to 10 pm, and Saturday,from 10 am to 2 pm.

• 41vehicle fleet (all ADA compliant) provide by four PICK transportation providers

• Regional Fare Coordination (all trips will be $3 throughout the pilot project)

• Single branded service where riders can use the UBER app to book trips . PICK Transportation will appear as a service/veh icle option within the UBER application, and some of the features include:

• Ability to rate drivers and passengers for real timefeedback,

• Access to web portal allowing agencies to book trips on behalf of riders without access to smartphone or computer,

• Riders with smartphones will receive SMS messages with key info on upcoming trip or ‘robot’ call for riders with no SMS messaging access

• Provides accessibility options for riders with visual, hearing and developmental disabilities; drivers receive visual and audible turn-by-turn instruction

• Ability to customize faring and share ride information with a caregiver or family member.

• Integrated payments through the application will support payment methods including credit or debit card, gift card, PayPal, Apple Pay and Venmo .

• Ability to define and customize service areas

• Reports and aggregated data for planning and insights for service improvements

The service will begin operation on June 1, 2021. One community from each transit provider will roll out the first week of June (Owasso, Bartlesville, Tahlequah, Atoka) with the remaining communities beginning service over the remainder of the month.

PICK Project - Uber Tech

• Will be utilizing the Uber app to provide on-demand service o No need for riders to maintain multiple applications

• PICK Transportation will be a vehicle option within the Uber app when booking trip

• Promotes shared-ride service for efficiency (abiding by appropriate COVID guidelines)

• Ability to rate drivers and passengers for real time feedback

• Access to web portal backend (Uber Central) which allows the agency to book trips on behalf of the riders who may not have access to a computer or smartphone

• Riders without smartphones can receive SMS text messages with key information on their upcoming trip

• Riders without access to SMS text messaging can receive a ‘robo-call’ with trip information

• Integrated payments through the application, supporting the following methods: o Credit or debit card, gift cards, Paypal, Apple Pay, Venmo

• Drivers receive visual and audible turn-by-turn directions to pickups and dropoffs

• Ability to create profiles for specific groups of riders. Provides the ability to customize faring to different groups (i.e., Cherokee Nation)

• Access to agency portals and dashboard

• Dashboard provides highlevel information on the service at a glance, as well as heat map data pertaining to trips taken to help future transportation planning

• Provides accessibility options for those with visual, audible, and developmental disabilities

• Ability to share ride information with a caregiver or family member to provide that added layer of security and confidence in utilizing this service

• Supports over 60 languages by default

• Project receives a dedicated Customer Support Manager for the entire duration of the service

• Ability to send push notifications when riders are within the PICK service area to inform them of the service and generate demand

• System requires little to no interaction from staff as the application will automatically schedule requested trips to the appropriate driver based on (location, current manifest, etc.)
