Ponca City Mayor, Homer Nicholson, signed a Disaster Emergency Proclamation on Sunday, March 15 as a resident of Kay County has been diagnosed and potentially spread COVID-19 within Ponca City, with potential to spread illness to the general public.  
As immediate attention is required to protect public health, ensure public safety, and render emergency relief, Mayor Nicholson has found that these conditions constitute a threat to the safety and welfare of Ponca City and creates an emergency due to a significant event within the meaning of Title 63 §683.3, Oklahoma Emergency Management Act of 2003, as amended.  
Nicholson is acting under the power vested in Mayor under Ordinance 6-7-2 of the Ponca City code, and declaring Ponca City to be a disaster area entitled to aid, relief, and assistance.  And, he is directing the implementation of the City Emergency Operations Plan and invoking the Emergency Powers of the Mayor per Section 6-7-2 of the Ponca City Code.
Mayor Nicholson stated, “We feel it is better to be over prepared, rather than underprepared, for the safety and security of our citizens in order to minimize exposure.  City staff will continue to be in contact with appropriate agencies in light of this decision.  All citizens should be aware and help reduce the risk of coronavirus infection by the following steps:
— Frequently cleaning hands by using alcohol-based hand rub or soap and water;
— When coughing and sneezing cover mouth and nose with flexed elbow or tissue — throw tissue away immediately and wash hands; and
— Avoid close contact with anyone that has a fever and cough.
City Manager Craig Stephenson also announced the Senior Center is closed. In addition, Library programming and Parks and Recreation programming are temporarily suspended through Friday, March 27, including adult sports and fitness classes.  However, the RecPlex and Library currently remain open under normal operating hours.
