Environmental Issue Task for Ponca Tribe

Tribal members are taking steps to establish an Office of Environmental Management within the Ponca Tribe to address environmental issues on tribal lands.

According to Burgess Primeaux, the Aid to Tribal Government recently submitted an Environmental General Assistance Program application to the Environmental Protection Agency. If funded, the Ponca Tribe will begin to build its capacity to operate a multimedia program to address environmental issues on the tribal lands and individual allotments.

In addition, the Poncas will also have the legal authority and enforcement capability to regulate solid as well as hazardous waste activities adversely affecting the environment.

The tribe requested $75,000 to hire and train an environmental coordinator, specialist and secretary, stated Primeaux. If the application is approved, the program is expected to be operational by next fall.

During the interim, the Inter-tribal Environmental Council will be conducting ground water testing in tribal homes located near the Iron Thunder allotment. If the testing finds the wells to be unsafe, the Indian Health Service will place them in a rural water system at the Indian Health Service's expense, Primeaux continued. More testing is expected in the future.

Furthermore, a second application is expected to be submitted for the creation of an economic development authority. If approved, the authority will have the responsibility to locate individuals and business investors willing to bring businesses onto tribal lands. The goal is to provide employment and create an alternative source of income for the tribe, according to Primeaux.

Accounting Update

The Ponca Tribal Accounting Department has currently established and are maintaining 37 books of record for fiscal year 1997.

According to the Ponca Newsletter of the Ponca Tribe, all accounts are closed out on a monthly basis with financial reports prepared and distributed to program directors, council members and various funding agencies. Also, bank statements are reconciled monthly and all deposits and draw downs are deposited in the individual program accounts, as needed for the day-to-day operations of the program, according to Financial Officer Carolyn Long.

Long reports that the field work on the 1996 audit has been completed and should be available within six weeks. In addition, the department is gathering paperwork to prepare the Indirect Cost Proposal for 1998.

Leon Byron Duffle

GUTHRIE - Leon Byron Duffle, father of Betty Woody of Ponca City, died Friday, May 23, 1997, in Stillwater as the result of an automobile accident. He was 79.

Mass of Christian burial will be held at 10 a.m. Wednesday at St. Mary's Catholic Church, Guthrie, with the Rev. Denis G. Hanrahan officiating, assisted by the Rev. Jim Greiner. Burial will be in Gracelawn Cemetery in Edmond under the direction of Davis Funeral Home, Guthrie.

Leon Byron Duffle was born June 6, 1917, in Hindaboro, Ill., the son of Harmon and Grayce (Simpson) Duffle. After his high school graduation in 1941, he attended Oklahoma State University and managed a sheep ranch north of Oklahoma City.

He was married to Rose Mary Cooper in the early 1940s. Duffle began his teaching career at Lindsay, then moved to Edmond three years later, where he taught vocational agriculture classes to FFA students for 34 years. After retirement he and his wife relocated to a farm in the Perkins-Guthrie area.

Duffle enjoyed spending time and being actively involved in the activities of his children, grandchildren and great-grandchildren. He was an avid OSU alumni and fan, attending all home football games, as well as being active in the OSU Animal Science Alumni Association, Cattleman's Association, Farmers Union, Rotary, and the Retired Teachers Association.

Survivors include his wife, Rose Mary, of the home; two daughters, Mary Knori of Stillwater and Betty Woody of Ponca City; six sons, Barry of Perkins, Bob and Steve, both of Guthrie, David of Morrilton, Ark., Mike of Camden, Ala., and Don of Luther; two sisters, Mary VanBlacricomb of Medford, Ore., and Ina Armour of Clayton, Ind.; one brother, H.J. Duffle of Hindsboro, Ill.; 27 grandchildren; and six great-grandchildren. He was preceded in death by one son, Charles; his parents; and two brothers, Nelson and Andrew Duffle.

Charlie D. Fath

BLACKWELL - Charlie D. Fath, longtime Blackwell resident, died Sunday, May 25, 1997, at St. Francis Hospital in Wichita, Kan. He was 68.

The funeral will be held at 10 a.m. Thursday at Hackler Funeral Home Memory Chapel in Blackwell with Dr. Robert Kanary, minister of the First United Methodist Church of Tonkawa officiating. Burial will be in the Tonkawa IOOF Cemetery with flag presentations by members of the VFW, American Legion and the DAV posts. Friends may visit at the funeral home until service time, then the casket will be closed.

Charlie Fath was born July 19, 1928, in Tonkawa the son of George and Leta (Fry) Fath. He graduated from Tonkawa High School and attended Northern Oklahoma College at Tonkawa.

He was married to Jo Ann Butterfield in March 1951, in Oklahoma City. Shortly after marriage he was called to active duty with the 45th National Guard Division and served in Korea. After his active duty, he returned to live in Norman, then to Tonkawa and the family settled in Blackwell in 1957. He was first employed at Gruner's Machine Shop, then with Conoco until his retirement in 1991. Fath was baptized in the Methodist Church, was a lifetime member of the VFW Post 2855 and the American Legion Russell Litchfield Post 7, both of Blackwell.

Survivors include his wife, Jo Ann of the home in Blackwell; two sons, David of Tecumseh and Dan of Stillwater; two daughters, Grace Travis of Blackwell and Ann Kivett of Overland Park, Kan.; two brothers, Roy of Tonkawa and Carl of Mountainburg, Ark.; two sisters, Alice Hodgens of Hockley, Texas, and Rosemary Schoelen of Lafayette, La.; and eight grandchildren. He was preceded in death by his parents and one brother, George.

 

John Melvin Ely

John Melvin Ely, longtime Ponca City resident, died Saturday, May 24, 1997, at the Ponca City Nursing Home. He was 92.

The funeral will be held at 2 p.m. Wednesday, at the Trout Funeral Home Chapel with the Rev. Kent Dorsey, pastor, First Christian Church, officiating. Burial will be in the Ponca City IOOF Cemetery.

John Melvin Ely was born Dec. 10, 1904, in Indian Territory near Ardmore, the son of John Melvin and Martha Jane (Colvin) Ely Sr. He graduated from Ponca City High School and attended Oklahoma A&M University. Ely retired from Conoco in 1968 as an operating engineer. He began service with Conoco surveying oil land in west Texas, then moved to the transportation department, driving an executive bus through the western states as Conoco set up new distributors in the early 1930s. After a time with the Great Lakes Pipeline company in Minneapolis and St. Paul, Minn. In the late 1930s he returned to Conoco in Ponca City.

Ely enjoyed music and was frequently heard singing songs from the 20s, 30s, and 40s. In retirement he bowled for fun and served as captain of a bowling team.

He is survived by his wife, Lucile, of the home; two sons, Melvin D. of San Diego, Calif., and Richard of Dallas, Texas; one brother, Howard Ely of Crown Point, Ind.; three grandchildren; and three great-grandchildren. He was preceded in death by his parents and four sisters, Grace Covington, Evelyn Kellenberger, Ruby Pantier and Lena Caine.

FAIRFAX - Kenneth Mayo, Blackwell resident, died Sunday, May 25, 1997 in Blackwell. He was 37. A graveside service is scheduled for 2 p.m. Thursday at the Fairfax (Okla.) Cemetery under the direction of Hunsaker-Wooten Funeral Home, Fairfax. Other arrangements will be announced later.

 

Pamela Sue Himbury

Pamela Sue Himbury, Ponca City resident, died Sunday, May 25, 1997, as the result of an automobile accident in Fort Worth, Texas. She was 19. The family will be at the Richard Himbury residence, 2100 North Osage Street. Arrangements are pending at Trout Funeral Home.

 

Zora Ward McGee

Zora Ward McGee, Ponca City resident, died Monday afternoon, May 26, 1997, at St. Joseph Regional Medical Center. She was 82. Arrangements are pending with Trout Funeral Home. The family will be at the Childers home, 5378 East Hunt Road.

Georgia G. Beattie, Ponca City resident, died early this morning, May 27, 1997, at her home. She was 64. Funeral arrangements are pending with Trout Funeral Home. The family will be at 304 East Detroit Ave.

Abandoned - A business in the 100 block of West Central Avenue notified the Ponca City Police Department at 1:28 p.m. Sunday of an abandoned bike.

Accident - An Oklahoma Highway Patrol trooper, assisted by the Kay County Sheriff's Office, investigated an accident one mile west of Waverly Street on Hubbard Road at 1:48 p.m. Sunday. No injuries were reported.

Fowl Gone - The Ponca City Police Department received notice at 2:07 p.m. Sunday that someone stole a duck from Lake Ponca Park.

Collision - A Ponca City police officer took an advised report of an accident with minor injuries at South Seventh Street and East South Avenue at 2:25 p.m. Sunday.

Parole Violation - A 27-year-old man was arrested by a Ponca City police officer in the 100 block of West Hazel Avenue at 6:06 p.m. Sunday on a warrant of parole violation from Topeka, Kan.

Dog Bite - A Ponca City police officer took a report of a juvenile bitten by a dog in the 3500 block of North Union Street at 7:10 p.m. Sunday. The dog was taken to Animal Control.

Girl Bitten - An employee from St. Joseph Regional Medical Center contacted the Ponca City Police Department at 8 p.m. Sunday to report a girl was being treated for a dog bite, which occurred in the 1700 block of East Prospect Avenue. An officer took a report and the dog was taken to Animal Control.

Vandalism - A resident in the 1000 block of North First Street advised the Ponca City Police Department at 8:17 p.m. Sunday that a vehicle was vandalized.

Burglary - A Ponca City police officer took a report of a burglary at Video Vender, 109 West Oklahoma Avenue, at 9:34 a.m. Monday.

Bike Stolen - A Ponca City police officer took a report of a bike stolen in the 200 block of East Grand Avenue at 4:08 p.m. Monday.

City Warrant - A 28-year-old woman was arrested by a Ponca City police officer in the 200 block of West Grand Avenue at 11:40 p.m. Monday on a city warrant for failure to pay.

Home-Based Seminar Set This Thursday

BLACKWELL - Kay Electric Cooperative and the Kay County OSU Extension Office are sponsoring a seminar entitled, "Marketing Your Business Using the Internet."

The Seminar will be held Thursday, 7 p.m., at the Kay Room, 300 West Doolin in Blackwell.

Dr. Glen Muske, Home-Based and Microbusiness specialist from OSU Cooperative Extension Service in Stillwater, will be the featured speaker. Muske will help attendees determine whether Internet Marketing is for them or not. He will also show examples of Internet Marketing. Muske will also update the group on the state Home-Based Business Association.

Small Business Workshop

OKLAHOMA CITY - The Internal Revenue Service will host a workshop for new small business owners, office managers, bookkeepers and self-employed persons June 3 at Rose State College, Tom Steed Center, Room 105, I-40 and Hudiburg Drive.

A three-hour morning session at 9 a.m. focuses on estimated and self-employment taxes, proper record-keeping, tax form filing requirements and tax deductions and credits.

The 1 p.m. session is targeted to the small business person with topics to include employment taxes and federal tax deposits, W-4, employee withholding forms, tax form filing requirements, business expenses and proper record-keeping.

Dentists Attend State Meeting

Six Ponca City dentists were among more than 500 from throughout Oklahoma who attended the 1997 annual meeting of the Oklahoma Dental Association in Oklahoma City.

Attending from Ponca City were Victor Andrews, Jimmie Fuller, Jim Highfill, Gale McArthur, Quint Whitefield and Dan Williams.

Also attending were dental hygienists, assistants and laboratory technicians.

Name Change Complete

GRAND ISLAND, Neb. - Following a four-month effort, Country General, the leading farm, ranch and home store in the U.S., has completed its new Country General name program.

Wayne Perzee, vice president of operations and marketing, said the conversion of remaining company stores to Country General is done. Stores were formerly named Sandvigs, S&S, Anfinsons or Wheelers.

These stores join the Ponca City Country General and 114 other affiliate stores in 10 Midwestern states.

The company continues to expand. Several new stores have been announced in Iowa and Nebraska.

First National Expands ATM Outlets to Convenience Store

The Triple T Conoco at Union and Hartford now offers another added convenience to shoppers: an automatic teller machine installed by First National Bank & Trust.

"We've expended considerable resources to upgrade our ATM services in Ponca City over the last six months," explained President and CEO David Mills. "We were delighted when Dale Thompson (Triple T owner) agreed to let us install a machine at his store at Union and Hartford. The location is both safe and accessible 24 hours a day."

The new ATM is located just inside the front door, dispenses cash, and offers balance inquiries and funds transfers.

Senior Vice President Larry Hughes believes better ATM services provides a competitive advantage for the bank as well as its customers. The number of First National customers who regularly use ATMs and electronic debit cards is increasing almost daily.

"In the last six months we've relocated and covered our drive-up ATM at the American Branch, purchased a new machine and building for the Ponca Plaza ATM, replaced an old unit at our Express Bank and added an ATM in Blackwell," Hughes stated. "The addition of the ATM at Triple T gives us better coverage than any bank in Ponca City and allows our customers more access to their money in more locations any time of the day."

The Visa Check Card is free to own and used for most First National customers. The Check Card may be used at any First National ATM or at millions of Visa merchants worldwide. Check Card applications are available at any FNB location or by calling 762-1644.

YMCA Announces Change in Schedule

Effective May 27 the YMCA Water exercise schedule will change for some classes for the summer to avoid overlap with swim lessons and offer an earlier morning workout time. No swimming skills are required for any of the water exercise classes.

Water Walking will be offered Monday, Wednesday, Friday at 7:45 a.m. This class offers a low impact workout designed for all fitness levels. A variety of movements forward, backward, and sideways through the water guarantees use of opposing muscle groups to tone and firm as well as build up cardiovascular strength and endurance.

Aqua Jog, a deep water exercise class, will be offered Monday, Tuesday, Thursday at 7:45 a.m., Tuesday, Thursday at 5:15 p.m., and Saturday at 10:00 a.m. This class is held in the deep well with each student wearing a specially designed flotation belt to keep students floating at shoulder level. By wearing the belts students can easily float, so they can concentrate on proper body positioning for a total body workout. Aqua Jog can be adaptable to a wide range of fitness levels by varying the resistance to the water, the range of motion, and speed.

Women's Water Exercise will continue to be offered Monday, Wednesday, Friday at 10 a.m. Simple choreographed routines to music are designed to increase muscle strength, tone, endurance, and flexibility. Due to the resistance of the water, exercisers can burn up to twice as many calories per given amount of time compared to land aerobics.

Arthritis Water Exercise will be offered on Monday, Wednesday, Friday at 11 a.m. The class helps strengthen muscles that support joints, while helping to retain full range of motion and reduce pain and stiffness due to arthritis. Specifically designed exercises by the Arthritis Foundation are taught for each joint in the body, except the neck, during each class time. The class also provides a time of social interaction with others. This class is a good class to start with if you have had joint replacements.

Aqua Fit is held Monday, Tuesday, Thursday 6-7 p.m. This offers an intensive workout using resistance training against the water, while stepping on aquatic benches placed on the bottom of the pool at a depth of 45 feet. For more information call the YMCA at 765-5417.

Sports Notes

Legion Results - Ponca City's American Legion Majors took it on the chin at Woodward Monday, losing both games of the doubleheader, 13-5 and 8-5.

Jay Bentley took the loss in the first game of the twinbill while Chris Koenig started and took the loss in the second game.

The Royals are now 0-3 on the season while Woodward improved to 10-0. Woodward also won a single game from the Royals Sunday, 4-3.

Ponca City's Majors next play at Blackwell Wednesday. The doubleheader, originally scheduled for Ponca City, begins at 6 p.m.

Lady Wildcat Camp - New Ponca City Lady Wildcat head coach Dana Pulley will conduct the 1997 Lady Wildcat Basketball Camps June 16-19, July 7-9 and July 10-12.

The Fundamental Camp is for girls entering grades four through nine. The camp runs from 9 a.m. to 1 p.m. for those entering grades 4-6 and 2 p.m. to 6 p.m. for those going into grades 7-9.

The Fundamental Camp is $70 and includes instruction, a t-shirt, basketball and certificate of participation.

The Shooting and Post Player camps will be co-ed, taking place at the same time as the Wildcat Shooting and Post Player Camps.

The Shooting Camp ($40 per child) is for grades 4-12 and runs from 9 a.m. to noon July 7-9. The Post Player Camp ($40 per child) is also for those entering grades 4-12 and it too runs from 9 a.m. to noon July 10-12.

Registration forms, which need to be turned in at least one week in advance of the camp, can be picked up at Jock's Nitch or Play It Again Sports.

Wildcat Camp - The 1997 Wildcat Basketball Camps, under the direction of new head coach Ron Arthur, will be held in three separate stages this summer.

Arthur will conduct a Fundamental Camp June 9-12, a Shooting Camp July 7-9 and a Post Player Camp July 10-12. All camps will be held on the high school campus and will utilize all three high school gymnasiums. The Shooting and Post Player Camps are co-ed.

The Fundamental Camp, which costs $70 per child, has two sessions, fourth through sixth graders will attend from 9 a.m. to 1 p.m. and seventh through ninth graders will participate from 2 p.m. until 6 p.m.

The Shooting Camp ($40 per child) is for grades 4-12 and runs from 9 a.m. to noon July 7-9. The Post Player Camp ($40 per child) is also for those entering grades 4-12 and it too runs from 9 a.m. to noon July 10-12.

Cost for each camp includes t-shirt, certificate of participation and a basketball.

Application and payment are due at least one week before each camp. Registration for the Fundamental Camp will be from 8 a.m. to 8:45 a.m. June 9 at Robson Fieldhouse.
